Judging from the man's haircut & the feet and hands don't appear to match the head, I'd say it's a custom.

The set is old and I don't think she was in any others, but I wouldn't say the figure is "rare," and it's definitely not Victorian.

ussually they put the word victorian because people search with this key word if it has the number of the set only less possibilities for someone to see it
