playpeople police set question

I recently got most of the police set in a bulk lot. Does the traffic warden have a collar? I haven't found a clear picture of her to say yay or nay. Even the collars of the bobbies are hard to see when in front of me.

Thanks, there does seem to be a collar similar to the bobbies.
