my Daughter just got this set

Inside the clamshell is a little rectangular clear piece part # 30 28 1650....WHat the heck is it, what does it do, what is it for?
playmodb says it is a foothold for raft??? there isn't a raft with this set, so i am confused.
help please!

Okay, "for raft" isn't the best description - that's where I encountered it first, in 4290. It's to help any klicky stay where he's put, whether it be at sea or elsewhere. It's just the right size to jam between the feet.
