Judging from the man's haircut & the feet and hands don't appear to match the head, I'd say it's a custom.

Yes - she's from set 3872. Wrong hair and missing her bracelets and headband. :)

The set is old and I don't think she was in any others, but I wouldn't say the figure is "rare," and it's definitely not Victorian. ;)

ussually they put the word victorian because people search with this key word if it has the number of the set only less possibilities for someone to see it ;) ;)
