I'm just guessing, but they look like they are spaces for two strongboxes e.g. https://playmodb.org/cgi-bin/showpart.pl?partnum=30-07-5300 (many versions from the same mould exist- search 'strongbox' on PlaymoDB), though these are not included with the set.No strongbox, too big

There is a wonderful website: Macgayver Playmobil which was created by a true master of Playmobil construction. Very sadly Michael, known as Macgayver, died several years ago but his work remains amazing and inspiring. I don't know if you will find an answer to your question there, but his website is well worth a visit.
Great review as always, lots of wonderful customs you did with them. My only minor quibble is that I think the one you call a blogger is an air show photographer. He comes with the telephoto camera, and the logo on his shirt plus those on the laptop are from the Airshow theme. So I think he does digital photos at the airshow and dowloads them to the laptop.
I particularly loved yourmermaid with the Aztec torso, and the ancient woman using the half erased basketball player torso. Also loved the Steampunk guys
