Title: Is this a real Playmobil part?

Hi there, I bought some figures on eBay and this weapon, made of rope, came with them. Is this a real PM part?
It fits in the hand of a klicky (see pics). And if it is a real part, does somebody know what set it is from?

Nope. There is a "chinese guy" with a whip (a special), but the whip is all plastic. 

Nice thingie though... wickedly nice!
