Did you order by phone? I see the 11.99 price but when I go to order it it shows up more expensive.
I had a 'problem' once with TRU in that they showed the passenger train cars for $4.99 but the order wouldn't go through. The next day they were back up much higher. LUCKILY, I had printed out the picture the day before so I got a bunch of them at the low price.

They are about $15 the 11.99 price is from an old sale a few years ago.
