I haven't seen these two before, but they look like officially produced promotional figures.
It seems fairly common for Playmobil to do deals with certain firms (particularly in Germany) and provide them with specially printed figures which they can use to promote their own businesses.
A member of the German forum (http://www.playmo-portal.com/viewtopic.php?t=411) has also managed to find the Weidmüller one (over a year ago). He says that he tried telephoning the number printed on the klicky to see if it was possible to obtain further figures but had no luck. They were probably produced in a very limited quantity.

Here's a rough translation of the relevant part of the description:
"Playmobilfigur with inscription Weidmüller ServiceLine installations Products on the back.
There was this figure to NEVER to buy in the business, but rather was made specially for the Fa. Weidmüller."
It was a limited edition figure made for Weidmuller, probably to give to customers.
