I'm not 100% certain, but I don't think that the smaller sets had shrink-wrapped boxes.
The flaps weren't glued closed, but the contents were sealed in plastic bags to stop stuff falling out or getting lost.

They were sealed  by magic I reckoned when i was a kiddo  !!!!!!!!!! always wondered that when i was a kiddo and my conclusion was that there was a wizard putting a spell and sealing the bags in the blue boxes......

.. and i am sure even today thats the case ..........

hmmm look what i found one set from the early playmobil with plastick wrapping http://cgi.ebay.co.uk/Playmobil-3204-MIB-NRFB-extrem-selten-1974_W0QQitemZ130388837876QQcategoryZ2575QQcmdZViewItemQQ_trksidZp3286.m7QQ_trkparmsZalgo%3DLVI%26itu%3DUCI%26otn%3D3%26po%3DLVI%26ps%3D63%26clkid%3D7799364510591424854  perhaps they were sealed like this !!!! i also founded a 5500 victorian set from shaper with plastick rapping http://cgi.ebay.co.uk/VINTAGE-VICTORIAN-PLAYMOBIL-5500-NEW-MIB-BOX-SCHAPER-/310224917655?cmd=ViewItem&pt=LH_DefaultDomain_0&hash=item483ad89497

this 3552 set from 80's new doesen't have a plastick rapping http://cgi.ebay.de/PLAYMOBIL-3552-gr-SCHAUKEL-1983-NEU-MIB-/360272661259?cmd=ViewItem&pt=DE_Allesf%C3%BCrKind_Spielzeug_Playmobil&hash=item53e1ec8b0b but somehow they should be sealed because if they were like this anyone could open the box and take one of the bags before someone buys them!!!!!

I was born in 1970 and got the first sets when they came out. The single klickies were on a cardbord partial box with a clear plastic sleeve. I think that was secured with a staple.

The first bleu boxes were not wrapped in foil at all (as said before). But if my memory serves me well the first boxes in foil were not shrinkwrapped but the foil was folded around the box and heatsealed.
