Hi Peter
Thank you for the more elaborate description :wow: I guess in our county ( US ) we rely on a unit called the National Guard (http://www.ng.mil/About/default.aspx) . They were intended to address similar local problems in war and natural disasters but lately they have been deployed over seas :eh?:

Ah but we have a national guard too here ;-) It's called the NatRes (National Reserve) and is very similar to the National Guard.
The BB is something that started way back in the war days as a civil protection unit. NatRes came later as the military equivalent.
