That's not a harpoon, but one of those crazy Playmobil fantasy contraptions--

Ie.  That's supposed to be a huge grappling hook that pirates shoot at fortress walls and climb up.

If that were used against whales, it would simply bludgeon them and bound off. 

A harpoon is an actual spear.

I was thinking of a big worm, but shrimp is a better choice.

harpoons are needed - with the tips pointing forward!  ;)
maybe there are some spears in the playmobil range that can be adapted to the cannon...  ???
