Title: Where does this klicky come from?

These three came together in a mixed second hand set we got. We found out that the two on the left with the green jackets are harbour police, but the one to the right has different clothing but is wearing that same life vest and does seem to wear an uniform. Where does that klicky come from?

He looks like submarine guy in the arms, but the torso is maybe different

I think you're correct on this (though he's missing the wording on the chest)
