No, it is not the title of an erotic movie :P but a custom called Captain Jane Aubrey ;D
(the blue torso with jacket is from the female horserider in the new manège, it looked so right for a naval officer, and also Rasputin's adventure aboard a tallship fully crewed by le... ehr... women was of influence for this female captain)
