Are these figures supposed to be medics in costume, so children in hospital find them less intimidating, along the lines of the Cliniclown and similar figures?

Why would you want your doctor to dress up as a wizard?  ???

Actually I grew up watching reruns of 'I Dream of Jeannie' and even as a kid I realised there was something special about Barbara Eden's character.

This has to be correct. There's no other possible explanation.
