But i dont know where he comes from ?! Set ? Year ??

Never knew this figure existed before! 8-)

Until Arizzo provided the answer, I thought possibly it was a promotional figure.

Playmobil missed a good opportunity there. The female figure from that set would have been a perfect choice for marketing as an official keychain. I think the wording would have helped it to sell really well.

I do think it's definitely a woman. The bows in the hair are a bit of a give-away. ;D

It's not the first time I've seen a woman figure given a male body. Usually it's done when they require some kind of uniform which isn't suited to the female torso.

The one I was thinking of when I wrote that was 3305

I can see why they chose a male body here. This set was released a few years before they introduced the curvy torso and the old-style female dress would have looked a bit wrong on a horserider. I have that figure as a keychain too. :)

I haven't seen any flat-chested women in recent sets, but I do have a female golfer keychain with a male torso. It is definitely official merchandise as it's still in the original Playmobil bag. I think the intention in this case was to produce m/f figures that matched each other, but I still think the flat chest looks a bit off on a female figure.

(A big thank you goes to Andi (Customizer) for helping me get these golf keychains. :-*)

I can also add a female one with a male torso. On the left you can see an original Playmobil figure (for which I must admit, that I still know that I got it originally packaged in a Playmobil bag but I absolutely didn't know anymore from where  :-[ ... was it eBay? ... a direct service order add on? ...) which for obvious reasons -- the vest -- has got a male body. On the right you can see a custom work of mine using the same vest on a curved female torso, which actually proves that with a little bit heating via a hot air gun the vest could also made fit on a female body  ;D
(BTW the left figure also includes the shown monkey; and the female figure should match the 3240 zoo male keeper ... or actually is the male keeper with female head and hairs)
