This vest has been released in quite a few sets though:
The yellow one was released in sets 3301, 3044, 3331 and 3698. All motocrossers.
In set 3143: white- and darkblue
In set 3754: light- and darkblue
In Set 7396: Dark-blue only
DS 7195 = White one
DS 7196 = darkblue one
You also might want to take a look at the TUV set
4904, a different version, looks more like the police-vest from some of the policesets.

i just realised that 4923 easteregg motocrosser also has such a vest, in white. With print on it, but that isn't such a problem.
Set 5115 motocrosser has black vest. I think that's the one Tahra mentioned, the only black one i could find.
