wait.. the problem with this theory is that this spanish collector HAS it (two in fact I think). They came in a lot with other stuff.  8}

Quite a mystery!

Maybe the bows came from a figure out of a Spanish Surprise Egg (Huevos Sorpresa)? Most of the parts they used were found in other sets, but there were some accessories and figures which have so far only been found in that series.
