I know the answer to that one! 1/8 (I think?) inch pinstriping, wrapped around until it's the right thickness. The purpose being to make a third "reflective" stripe at the bottom of the pants. It looks more realistic having longer pants, too.

for a while i thought Bill might have used a shorter tube cut from the PM horse ankle guards :)
