it does look authentic playmobil to me, but i've no idea what set from
looks like it goes on the top of a vehicle, to hold bikes and stuff (but those are normally black only)

The first windsurfer playmobil produce ind 1983/84
It is a rack for the klicky classics car roof to transport the windsurfer on

Thank you very much Pingo! I would have never guessed not even with the parts that came with it. There were some steck, two cars, and a lot of extras.
