The snowfall effect is available on Lunapic ( www.lunapic.com ) select your picture, then Animation, then snowfall and save it as a GIF format.

For the sparkle effect, I use Tuxpi ( www.tuxpi.com ) select Stardust with your picture and then the intensity of the sparkle ( low / medium /high )

Both these sites are free and easy to navigate  :)
